Wood floor installation · Vero Beach, FL
Wood floor installation in Vero Beach, FL, tested before it's laid.
Engineered hardwood for Vero Beach homes on the mainland and condos on the island. The slab is tested against the flooring maker's moisture limit before anything is ordered, and where wood is the wrong floor, we say so.

- Whole-house runs
- Moisture-tested slabs
- Wood-to-tile transitions
- Travertine

The short answer
Is engineered hardwood a good floor for Vero Beach?
On a dry, flat slab above the flood elevation, yes. Engineered hardwood has a real wood top over a stable core, so it handles Vero's humidity better than solid boards. Top Design Tile tests the slab, follows the flooring maker's moisture limit and lays a vapor retarder first. Below the flood elevation, FEMA rates every wood floor as not flood-resistant, so wood-look porcelain goes there instead.

Sound familiar?
- We put wood down once and it cupped the first summer.
- Our condo rules list sound ratings for solid flooring.
- Is wood smart on a ground floor this close to the lagoon?
- The new wood has to meet tile at three doorways.
- We'd love the look of wood in the kitchen too.
Vero Beach, Indian River County
Wet summers, concrete floors.
Vero Beach averages about 53 inches of rain a year across roughly 125 rain days, by NOAA's figures. Nearly every house sits on concrete, and a slab under a wet season can hold more moisture than it looks.
Old Riomar's 1920s cottages and the newer mainland homes start the same way when wood is on the table: test the slab, then choose the floor.
Vero Beach incorporated in 1925 and spans both the mainland and the barrier island. Early houses near downtown were built in Florida cracker style, while Riomar and Central Beach sit on the island near Ocean Drive.
How we do it in Vero Beach
Wood floor installation in Vero Beach, step by step.
The moisture test decides the order
A relative-humidity probe test or a calcium chloride test, read against the maker's published limit. Wood gets ordered only after the slab passes.
A barrier built for a wet climate
A vapor retarder over the concrete, then the underlayment, chosen for the slab and, on the island, for the building's sound rule.
Condo rules met on paper
If the association lists IIC and STC ratings for solid flooring, the underlayment's tested numbers go to the board with the approval request.
Wood where it's dry, porcelain where it isn't
Living rooms and bedrooms on a dry slab get wood. Kitchens, laundries and flood-zone ground floors get wood-look porcelain, laid to meet the wood at the same height.
Doorways settled before the first plank
Every place the new floor meets tile or another room gets measured up front, so the transitions are part of the plan rather than a fix at the end.
The work
What it looks like.

Under the floor
Most of the job is the part you never see.
- Moisture test before anything is ordered
- Low spots ground or filled flat
- Barrier and underlayment matched to the floor

Layout
The planks run where the room leads your eye.
- Direction set from the main sightline
- Random stagger, no repeating joints
- Full planks at the doorways that get seen

Edges & transitions
Wood meets tile without a ramp.
- Heights planned against the tile
- Expansion gaps hidden under trim
- Baseboards and thresholds finished to match
Before you call
Wood floor installation in Vero Beach: the details.
Testing a Vero Beach slab before wood goes down
There are two standard tests for concrete under wood, both referenced in National Wood Flooring Association guidance. ASTM F2170 sets humidity probes into holes drilled in the slab and reads relative humidity inside the concrete; ASTM F1869, the calcium chloride test, measures how much moisture the surface gives off over a set time.
Neither number means anything on its own. The flooring maker publishes the limit its warranty depends on, and the reading gets compared with that limit, not with a rule of thumb.
In a town that gets about 53 inches of rain a year, the test isn't a formality. A slab that reads too wet gets a better barrier, more drying time, or a different floor, and you hear which one before you've paid for planks.
Wood floors in a Vero Beach island condo
Oceanfront associations on the island tend to be specific about hard floors. One Vero Beach oceanfront condo, for instance, requires that solid flooring sit on soundproofing underlayment rated IIC 68 and STC 67, well above the Florida Building Code's IIC 50 baseline between units.
That's one building's rule, not the city's, but it shows why the documents come first. The underlayment that meets a number like that costs more, and it can raise the floor enough to matter at the entry door and the balcony slider.
With your rules in hand, we price the underlayment that satisfies them, submit its tested ratings with the approval request and schedule the work inside the building's hours.
Flood zones and the 50% rule in Vero Beach
FEMA's Technical Bulletin 2 lists wood floor coverings, engineered, laminate and solid alike, as unacceptable below the base flood elevation. Carpet is on the same list. Mortar-set tile is not.
The City of Vero Beach has been in the National Flood Insurance Program since 1977, and its substantial improvement rule applies when work reaches 50% of a building's market value. A new wood floor won't trigger that by itself, but it can be part of a bigger remodel that does.
Our approach is room by room. Bedrooms and living areas above the flood elevation can take engineered hardwood; a ground floor below it gets wood-look porcelain, so the house still reads as one floor from room to room.
| Room | Our pick | The reason |
|---|---|---|
| Living room on a dry mainland slab | Engineered hardwood | Warm and quiet underfoot, and stable on concrete once the test passes |
| Ground floor below the flood elevation | Wood-look porcelain | FEMA rates wood and carpet unacceptable there and mortar-set tile acceptable |
| Island condo above another unit | Engineered hardwood on a rated mat | Meets the association's sound rule when the mat's tested rating matches |
| Kitchen and laundry | Porcelain tile | Spills and leaks are a tile job, and the edge to the wood gets planned flush |
| Sunroom with big windows | Wood-look porcelain | Strong daylight fades and dries out wood far faster than it changes porcelain |

Permits
Indian River County Building Division
The City of Vero Beach has shared the county's Building Division since a 1983 agreement, so permits come from Indian River County after any city zoning sign-off. Indian River Shores, north on the island, runs its own building department.
Permit officeCity residents apply for permits at the county, not City Hall. City Planning handles zoning or historic review first if the project needs it.
Barrier island homes and condos face salt air and, in many spots, FEMA flood zone rules on large renovations.

Do I need a permit for wood floors in Vero Beach?
No. Indian River County's exemption list says covering a floor or slab with wood isn't regulated by the building code, so no permit is needed for the county or the City of Vero Beach.
How do you test a slab before installing wood?
With a relative-humidity probe test (ASTM F2170) or a calcium chloride test (ASTM F1869), read against the flooring maker's published limit before anything is ordered.
Does the City of Vero Beach issue building permits?
No. The city shares the Indian River County Building Division, so permits and inspections run through the county. The city's Planning Department reviews zoning or historic questions first when they apply.
I live in Indian River Shores. Same process?
No. Indian River Shores has its own building department.
